Who is on the ballot

Practising before the courts at Jhang, and before the Lahore High Court, Multan Bench.

Malik Husnain Ali has spent his practice in the same courts he is now asking to serve — the District and Sessions Courts at Jhang, where most members of this bar earn their living, and the Lahore High Court, where their harder matters end up.

The job of General Secretary is not ceremonial. It is the office that keeps the bar room running, the library stocked, the minutes honest and the welfare fund accountable. He is contesting because those four things have been treated as afterthoughts for too long.

He is particularly committed to the first three years of a young lawyer's career, which in Jhang are still spent without structured training, without a dependable stipend, and without anyone to call when a case goes wrong.

Working fans and coolers before summer, not during it. Clean washrooms with a paid attendant. Cold drinking water at two points. Seating that does not run out by 11 am.

A library that is worth walking into

Current PLD, SCMR, MLD and YLR volumes on a standing subscription. Two terminals with a licensed case-law search service and Wi-Fi that stays on. A register for issue and return, so books come back.

The first three years, taken seriously

A monthly drafting and advocacy session run by senior members. A published minimum stipend understanding with chambers that take juniors. One senior assigned as mentor to every new enrolment.

A welfare fund that pays out on time

Written eligibility rules instead of discretion. Medical assistance decided within seven days of application. Support to the family of a deceased member released within the same week, not after months of follow-up.

Accounts posted where everyone can read them

Every month's receipts and expenses on the notice board and in the members' WhatsApp group by the 7th. One independently audited statement each year, presented to the general house before the next election.

A standing line to the district judiciary

A monthly bar–bench meeting with a written agenda and minutes. Cause lists issued the previous evening. A named channel for complaints about the conduct of court staff, with a reply owed in fifteen days.

Room and standing for women advocates

A dedicated room with a lock and a key held by women members. A harassment complaint route that does not pass through the person complained about. Reserved speaking slots at every general body meeting.

What happens after the count

The order matters. Cheap and immediate first, then the things that need money, then the things that need the bench.

WEEK 1–2

Open the books

Handover audit of the outgoing accounts, published in full. Welfare fund balance and every pending application listed on the notice board.

DAY 15–45

Fix the room

Washrooms, water, cooling and seating repaired under a posted quotation. Library subscriptions renewed and the issue register restarted.

DAY 45–100

Sit down with the bench

First formal bar–bench meeting with minutes circulated to all members, covering cause-list timing, case fixation and staff conduct.
